Description
The Highway Project in Azerbaijan will promote trade, and economic growth by improving access, and lowering transport costs for goods, and passenger traffic, along the East-West Highway from Baku to Georgia, and, will improve as well the organization, and management of the national road administration. Project components call for: 1) reconstruction, and upgrading of selected portions of the East-West Highway - from Ganja to Gazakh - which will include improvements in resurfacing, and leveling; widening road shoulders; replacing, widening, or strengthening bridges; and, drainage, and road signaling works. Funding of pilot contracts will develop alternative ways to improve rural roads, to include community involvement in planning, implementation, and contract-based execution; 2) institutional strengthening of the national road administration Azyol, through the development of a corporate plan, technical support, training, as well as through technicalities needed for Azyol's restructuring, and modernization, which includes assistance in the preparation of a road safety plan. Technical assistance will be funded to support the road user charges study, and, to monitor the project's impact on poverty. Equipment supply will be financed, to facilitate field surveys, while supervision consulting on road works will be financed by the European Union; and, 3) administrative support in the form of payroll costs, office equipment, and incremental operating costs.
